Scope text

Legally operative description of covered merchandise from the Federal Register

The product within the scope of this investigation is erythritol, which is a sugar alcohol, commonly referred to as a polyol, typically produced by the fermentation of glucose using enzymes and yeast or yeast-like fungi (though the scope includes erythritol produced using any other feedstock or organism). Erythritol is an organic compound with the molecular formula C4 H10 O4 and a Chemical Abstracts Service (CAS) registry number of 149-32-6. Other names for erythritol include meso-erythritol,(2R, 3S)-butan-1,2,3,4-tetrol, butane-1,2,3,4-tetrol, or meso-1,2,3,4-Tetrahydryoxybutane. Erythritol typically appears as a white crystalline, odorless product that rapidly dissolves in water. While erythritol is typically produced in the crystalline form or as a fine powder or in directly compressible form, the scope of this investigation covers all physical forms and grades of erythritol, including organic erythritol. The merchandise covered by this investigation is classifiable under Harmonized Tariff Schedule of the United States (HTSUS) subheading 2905.49.4000. Erythritol may also enter under HTSUS subheading 2106.90.9998. Although the HTSUS subheadings and the CAS registry number are provided for convenience and customs purposes, the written description of the merchandise covered by this investigation is dispositive. Specifically excluded from the scope are certain tabletop sugar substitute products that contain erythritol as an ingredient. Tabletop sugar substitute products include erythritol as an ingredient as well as a high intensity sweeter such as monk fruit, stevia, sucralose, aspartame, and saccharin. The following tabletop sugar substitute products are excluded: finished goods packaged and labeled for retail sale or individual consumption.

Frequently asked questions

What is AD/CVD case C-570-193?

C-570-193 is a U.S. countervailing duty (CVD) order on erythritol from China, issued by the U.S. Department of Commerce. It is part of the trade-remedy regime that levies cash deposits at entry on imports found to be sold below fair value (AD) or to benefit from foreign government subsidies (CVD).

What is the deposit rate for C-570-193?

The country-wide cash deposit rate for C-570-193 is 3.47%. This rate applies to importers of non-listed manufacturers/exporters from China. Individual exporters and producers may have lower (or higher) case-specific rates from Commerce administrative reviews — see the manufacturer rates linked from this page where available.

When did C-570-193 take effect, and is it still active?

C-570-193 took effect on February 10, 2026 and is currently in active status — cash deposits apply at entry on every shipment in scope.

How do I check if my shipment falls within the scope of C-570-193?

Two factors determine scope: (1) the product's HTS code(s) and physical characteristics — covered codes are listed on this page (2 flagged); and (2) the product's country of origin — this order applies to imports from China. The order's scope text — also on this page — is the legally binding description. When borderline cases arise, importers can request a formal scope ruling from Commerce. Tandom's lookup tool matches your HTS + origin against every active order in seconds.

What HTS codes are covered by C-570-193?

C-570-193 flags 2 HTS codes in Tandom's catalog. The full list is shown on this page. HTS coverage alone does not guarantee scope — physical-characteristic exclusions in the scope text may carve out specific products.

Where is the official Federal Register notice for C-570-193?

The official Federal Register citation for C-570-193 is 2025-00259. The link is on this page; clicking it opens the canonical FR document on federalregister.gov, which carries the legally operative text — scope, rates, exclusions, and effective dates.
