Parties that filed entries of appearance in the preliminary phase of the investigations need not enter a separate appearance for the final phase of the investigations. Any other party may file an entry of appearance for the final phase of the investigations after publication of the final phase notice of scheduling. Industrial users, and, if the merchandise under investigation is sold at the retail level, representative consumer organizations have the right to appear as parties in Commission antidumping and countervailing duty investigations. The Secretary will prepare a public service list containing the names and addresses of all persons, or their representatives, who are parties to the investigations. As provided in section 207.20 of the Commission’s rules, the Director of the Office of Investigations will circulate draft questionnaires for the final phase of the investigations to parties to the investigations, placing copies on the Commission’s Electronic Document Information System (EDIS, https:// edis.usitc.gov), for comment. Background On March 18, 2025, CoolSeal USA Inc., Perrysburg, Ohio; Inteplast Group Corporation, Livingston, New Jersey; SeaCa Plastic Packaging, Kent, Washington; and Technology Container Corp., Desoto, Texas, filed petitions with the Commission and Commerce, alleging that an industry in the United States is materially injured or threatened with material injury by reason of subsidized imports of polypropylene corrugated boxes from China and LTFV imports of polypropylene corrugated boxes from China and Vietnam. Accordingly, effective March 18, 2025, the Commission instituted countervailing duty investigation No. 701–TA–757 and antidumping duty investigation Nos. 731–TA–1737–1738 (Preliminary). Notice of the institution of the Commission’s investigations and of a public conference to be held in connection therewith was given by posting copies of the notice in the Office of the Secretary, U.S. International Trade Commission, Washington, DC, and by publishing the notice in the Federal Register of March 24, 2025 (90 FR 13497). The Commission conducted its conference on April 8, 2025. All persons who requested the opportunity were permitted to participate. The Commission made these determinations pursuant to §§ 703(a) and 733(a) of the Act (19 U.S.C. 1671b(a) and 1673b(a)). It completed and filed its determinations in these investigations on May 2, 2025. The views of the Commission are contained in USITC Publication 5622 (May 2025), entitled Polypropylene Corrugated Boxes from China and Vietnam: Investigation Nos. 701–TA–757 and 731–TA–1737–1738 (Preliminary). Active order issued from this investigation
Investigation 701-TA-733 is a U.S. International Trade Commission antidumping (AD) proceeding on Corrosion-Resistant Steel Products from Australia, Brazil, Canada, Mexico, Netherlands, South Africa, Taiwan, Turkey, United Arab Emirates, and Vietnam; Inv. No. 701-TA-733-736 and 731-TA-1702-1711 (Final) from Mexico, Turkey, Brazil, Canada, Vietnam, Netherlands, South Africa, Australia, Taiwan, United Arab Emirates. The ITC determines whether U.S. industry is materially injured (or threatened) by imports under investigation; Commerce determines whether dumping or subsidization is occurring. Both findings are required for an AD/CVD order to be issued.
701-TA-733 is in the final phase, with status completed. Final phase — the ITC's final determination on injury, after Commerce issues its final dumping/subsidy determination. An affirmative final determination from both agencies triggers issuance of an AD/CVD order.
Yes — investigation 701-TA-733 resulted in AD/CVD case A-122-871. The linked order page on this catalog has the active deposit rate, scope text, and Federal Register citation.
The USITC publishes investigation determinations and milestones on its Investigations Data Service (IDS) at ids.usitc.gov. Tandom's catalog re-syncs from IDS daily; new phases, votes, and determinations appear here within 24 hours of USITC publication.
