Ref: Message 5321302, dated 11/17/2015 1. On 12/4/2019 Commerce published a notice of court decision not in harmony with the final results of administrative review and notice of amended final results of antidumping duty review. The Court decision related to a company subject to an administrative review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (80 FR 69938) for the period 04/01/2013 through 03/31/2014. Commerce's notice and amended final results were published in the Federal Register (84 FR 66378) on 12/04/2019. In that notice, Commerce amended its final results by assigning the company listed in paragraph 2 below a separate rate. 2. For shipments of certain steel threaded rod from the People's Republic of China entered, or withdrawn from warehouse, for consumption on or after 11/30/2019, the cash deposit rate remained unchanged. However, pursuant to the final Court decision, Commerce created a new case number as follows: Exporter: Gem-Year Industrial Co., Ltd. Case number: A-570-932-031 Cash deposit rate: 206.00% 3. Because the cash deposit rate in the amended final results is the same as the cash deposit rate from the final results published on 11/12/2015 and noted in message 5321302, there is no amendment to the applicable cash deposit rate of 206.00%. 4. These cash deposit requirements shall remain in effect until further notice. 5. Do not liquidate any entries of the merchandise covered by the administrative review until specific liquidation instructions are issued. 6.
