1. On 10/24/2019, Commerce published in the Federal Register (84 FR 57010) its final determination of sales at less than fair value in the antidumping duty investigation of refillable stainless steel kegs from the People's Republic of China. 2. The products covered by this investigation are described in message 9158303, dated 06/07/2019. 3. This proceeding has been assigned case number A-570-093. 4. Cash deposit requirements. 4a. Commerce issued affirmative preliminary and final critical circumstances determinations for the exporter identified below. Accordingly, CBP shall continue to suspend liquidation of shipments of subject merchandise from the companies below that were entered, or withdrawn from warehouse, for consumption on or after 03/06/2019 (90 days prior to the date of FR publication of the preliminary determination). Additionally, for imports of subject merchandise from these companies, entered, or withdrawn from warehouse, for consumption on or after 10/24/2019 (the date of publication of the final determination in the Federal Register), CBP shall require a cash deposit equal to the percentage of entered value listed below: Exporter: China-Wide Entity Case number: A-570-093-000 Cash deposit rate: 77.13% Note to CBP: For the final determination, Commerce determined that Ningbo Haishu Direct Import and Export Trade Co., Ltd., is not eligible for a separate rate and is part of the China-wide entity. Accordingly, Commerce has deactivated the following producer/exporter combination case number: A-570-093-002. Effective 10/24/2019 (the date of publication of the final determination), entries of subject merchandise from Ningbo Haishu Direct Import and Export Trade Co., Ltd., should be entered under A-570-093-000. 4b. Commerce did not find critical circumstances with respect to merchandise from the exporter/producer combinations identified below. Accordingly, CBP shall continue to suspend liquidation of shipments of subject merchandise from the companies below that were entered, or withdrawn from warehouse, for consumption on or after 06/04/2019 (the date of publication of the preliminary determination). Additionally, for imports of subject merchandise, entered, or withdrawn from warehouse, for consumption on or after 10/24/2019 (the date of publication of the final determination in the Federal Register), CBP shall collect a cash deposit equal to the percentages of entered value listed below: Exporter: Guangzhou Jingye Machinery Co., Ltd. Producer: Guangzhou Jingye Machinery Co., Ltd. Case number: A-570-093-003 Cash deposit rate: 00.00% Exporter: Guangzhou Ulix Industrial & Trading Co., Ltd. Producer: Guangzhou Jingye Machinery Co., Ltd. Case number: A-570-093-004 Cash deposit rate: 00.00% 4c. Commerce found a final zero margin on imports of subject merchandise for the producer/exporter combination identified below and is therefore excluding this company from this proceeding. Accordingly, CBP should discontinue suspension of liquidation of imports of shipments from this producer/exporter combination that were entered, or withdrawn from warehouse, for consumption on or after 10/24/2019 (the date of publication of the final determination in the Federal Register). Commerce will issue separate liquidation instructions for entries made prior to the date of publication of the final determination. Exporter: Ningbo Master International Trade Co., Ltd. Producer: Ningbo Major Draft Beer Equipment Co., Ltd. Case number: A-570-093-001 Merchandise exported by Ningbo Master International Trade Co., Ltd. that is produced by any company other than Ningbo Major Draft Beer Equipment Co., Ltd., and merchandise produced by Ningbo Major Draft Beer Equipment Co., Ltd. that is exported by any company other than Ningbo Master International Trade Co., Ltd. is not subject to this exclusion from suspension of liquidation. Such merchandise entered or withdrawn from warehouse, for consumption on or after 10/24/2019, should be entered under case number A-570-093-000 and suspended at the China-Wide Entity cash deposit rate. 5. For all other entries of refillable stainless steel kegs from the People's Republic of China, the following cash deposit instructions apply: A. For all Chinese exporters of refillable stainless steel kegs from the People's Republic of China which have not received their own rate, the cash deposit will be the China-wide rate. B. For all non-Chinese exporters of refillable stainless steel kegs from the People's Republic of China which have not received their own rate, the cash deposit rate will be the rate applicable to the exporter/producer combinations that supplied that non-Chinese exporter. 6.
