1. Notice of the lifting of suspension of liquidation of entries of merchandise covered by this message occurred with the publication of the final results of administrative review of the countervailing duty order on aluminum extrusions from the People's Republic of China (C-570-968) for the period 1/01/2017 through 12/31/2017 (84 FR 35069, 7/22/2019). 2. Accordingly, for all shipments of subject merchandise from the producers and/or exporters listed below that were entered, or withdrawn from warehouse, for consumption during the period 1/01/2017 through 12/31/2017, assess a countervailing liability at the following percentages of entered value, unless paragraphs 4a, 4b, or 4c apply: Producer and/or Exporter: Sincere Profit Ltd Case number: C-570-968-044 Final subsidy rate: 216.61% Case numbers for the following companies may not have been in existence during the review period; entries may have been made under C-570-968-000 or other company-specific case numbers. Producer and/or Exporter: Anshan Zhongjda Industry Co. Ltd Case number: C-570-968-143 Final subsidy rate: 216.61% Producer and/or Exporter: Foshan Sanshui Fenglu Aluminum Co. Case number: C-570-968-144 Final subsidy rate: 216.61% Producer and/or Exporter: Jangho Curtain Wall Hong Kong Ltd Case number: C-570-968-145 Final subsidy rate: 216.61% Producer and/or Exporter: Sihui Shi Guoyao Aluminum Co., Ltd Case number: C-570-968-146 Final subsidy rate: 216.61% 3. Notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraphs 1 occurred with the publication of the notice of rescission in part of administrative review (84 FR 35069, 07/22/2019). Unless instructed otherwise, for all other shipments of aluminum extrusions from the People's Republic of China you shall continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates. 4. Injunctions and continued suspension of liquidation: 4a. The injunction with court number 17-00216, discussed in message number 7263302, dated 09/20/2017, is applicable to entries which a) were the subject of Commerce's final determination in Aluminum Extrusions from the People's Republic of China: Affirmative Final Determination of Circumvention of the Antidumping and Countervailing Duty Orders and Rescission of Minor Alterations Anti Circumvention Inquiry, 82 Fed. Reg. 34,630 (July 26, 2017); and b) were exported from the People's Republic of China by Plaintiff Tai-Ao Aluminium (Taishan) Co., Ltd. and/or imported into the United States by Plaintiff TAAL America Ltd.; c) were entered, or withdrawn from warehouse, for consumption on or after 03/21/2016, and that remain unliquidated as of 09/15/2017. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued. 4b. The injunction with court number 19-00012, discussed in message 9116304, dated 04/26/2019, is applicable to entries a) made by Worldwide Door Components, Inc. as the importer; b) of the eighteen (18) Worldwide Door Components, Inc. door threshold products covered by the Department of Commerce's final scope determination in Antidumping and Countervailing Duty Orders on Aluminum Extrusions from the People's Republic of China: Final Scope Rulings on Worldwide Door Components, Inc., MJB Wood Group Inc., and Columbia Aluminum Products Door Thresholds, dated December 19, 2018; and c) that remain unliquidated as of 04/22/2019. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued. 4c. Until further notice, continue to suspend liquidation of the following entries until liquidation instructions are issued: certain kitchen appliance door handles from the China imported by Meridian Products LLC entered, or withdrawn from warehouse, for consumption on or after 07/28/2016, as referenced in message number 6285306, dated 10/11/2016. 5. The assessment of countervailing duties by the CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties. The interest provisions are not applicable to cash or bonds posted as estimated countervailing duties before the date of publication of the countervailing duty order. Interest shall be calculated from the date of payment of estimated countervailing duties through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period. 6. Unless instructed otherwise, for all other shipments of subject merchandise, you shall continue to collect cash deposits of estimated countervailing duties at the current cash deposit rates. 7.
