Notice of final determination of sales at less-than-fair-value and critical circumstances in the antidumping duty investigation of glycine from Thailand (A-549-837)

1. On 08/05/2019, Commerce published in the Federal Register (84 FR 37998) its final affirmative determination of sales at less-than-fair-value in the antidumping duty investigation of glycine from Thailand (subject merchandise) (A-549-837). 2. The products covered by this investigation are described in message 8115306, dated 04/25/2018. 3. This proceeding has been assigned case number A-549-837. 4. Cash deposit requirements 4a. Commerce issued an affirmative final determination of sales at less-than-fair-value and an affirmative final determination of critical circumstances for the producer and/or exporter identified below, that had a negative preliminary determination. Accordingly, for imports of subject merchandise entered, or withdrawn from warehouse, for consumption on or after 05/07/2019 (90 days prior to the date of FR publication of the final determination), CBP shall suspend liquidation and collect a cash deposit equal to the percentage of entered value for the producer and/or exporter as listed below. Producer and/or Exporter: Newtrend Food Ingredient (Thailand) Co., Ltd. Case number: A-549-837-001 Cash deposit rate: 227.17% 4b. Additionally, Commerce preliminarily found a zero or de minimis margin on imports of subject merchandise from all other producers and/or exporters. However, in its final determination, Commerce found above de minimis margins for the companies below. Accordingly, for imports of subject merchandise entered, or withdrawn from warehouse, for consumption on or after 08/05/2019 (the date of publication of the final determination in the Federal Register), CBP shall suspend liquidation and collect a cash deposit equal to the percentage of entered value listed below. Producer and/or Exporter: All Others Case number: A-549-837-000 Cash deposit rate: 201.59% 5. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit will be the producer's rate. B. Where neither the exporter nor the producer currently has its own rate or the producer is unknown, use the all-others rate of 201.59 percent to establish the cash deposit. 6.
