Commerce published in the Federal Register on 07/18/2014 (79 FR 41959) its notice of suspension of the antidumping duty investigation on certain oil country tubular goods (OCTG) from Ukraine (see message 4199309, dated 07/18/2014).
On 07/18/2014 and 09/03/2014, Commerce published in the Federal Register the final determination and amended final determination, respectively, in that case (79 FR 41969 and 79 FR 52303, respectively).
On 07/16/2019, Commerce published in the Federal Register its notice terminating the suspension agreement and issuing the antidumping duty order on OCTG from Ukraine (84 FR 33918), effective on 07/10/2019.
CBP shall therefore resume the suspension of liquidation and collection of cash deposits on OCTG from Ukraine as listed in paragraph 4, below.

The merchandise subject to this Order is:
Certain oil country tubular goods (OCTG) from Ukraine, which are hollow steel products of circular cross-section, including oil well casing and tubing, of iron (other than cast iron) or steel (both carbon and alloy), whether seamless or welded, regardless of end finish (e.g., whether or not plain end, threaded, or threaded and coupled) whether or not conforming to American Petroleum Institute (“API”) or non-API specifications, whether finished (including limited service OCTG products) or unfinished (including green tubes and limited service OCTG products), whether or not thread protectors are attached.
The scope of the order also covers OCTG coupling stock.
Excluded from the scope of this order are: casing or tubing containing 10.5 percent or more by weight of chromium; drill pipe; unattached couplings; and unattached thread protectors.

This proceeding has been assigned case number A-823-815 for Commerce purposes and case number A-462-326 for CBP purposes.

For all imports of OCTG from Ukraine entered, or withdrawn from warehouse, for consumption on or after 07/10/2019, CBP shall resume suspension of liquidation.
Effective 07/10/2019, CBP shall require a cash deposit equal to the cash deposit rates shown below:

If any entries of merchandise are exported by a firm other than the producer, then the following instructions apply:
A.
If the exporter of the subject merchandise has its own rate, use the exporter's rate to determine the cash deposit rate.
B.
If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate.
C.
Where neither the exporter nor the producer currently has its own rate or the producer is unknown, use the all-others rate for establishing the cash deposit rate.
6.
These cash deposit requirements shall remain in effect until further notice.
Do not liquidate any entries of merchandise entered, or withdrawn from warehouse, for consumption on or after 07/10/2019, until specific liquidation instructions are issued.
