1. On 03/07/2019, Commerce published in the Federal Register (84 FR 8304) its final affirmative determination of sales at less-than-fair-value in the antidumping duty investigation of rubber bands from Thailand (A-549-835). 2. The products covered by this investigation are described in message 8250302, dated 09/07/2018, as corrected by message 8257301, dated 09/14/2018. 3. This proceeding has been assigned case number A-549-835. 4. For imports of rubber bands from Thailand, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 09/06/2018 (date suspension first started). Effective 03/07/2019, CBP shall require, for such entries, a cash deposit equal to the margins for the producer and/or exporter listed below: Producer and/or Exporter: U. Yong Industry Co., Ltd. Case number: A-549-835-001 Cash deposit rate: 5.87% All Others Case Number: A-549-835-000 Cash Deposit Rate: 5.87% 5. Commerce found that a 0.00 percent exists for imports of rubber bands from Thailand that were produced and exported by Liang Hah Heng International Rubber Co., Ltd./Hah Shung Heng Co. Therefore, CBP shall not suspend liquidation of shipments produced by Liang Hah Heng or Hah Shung Heng and exported by either of these companies entered, or withdrawn from warehouse, for consumption on or after 09/06/2018. 6. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit will be the producer's rate. B. Where neither the exporter nor the producer currently has its own rate or the producer is unknown, use the all-others rate of 5.87 percent to establish the cash deposit. 7.
