1. On 12/20/2018, the U.S. Court of International Trade issued a final decision in Prosperity Tieh Enterprise Co., Ltd. et. al. v. United States, Court No. 16-00138, Slip Op. 18-175. As a result of this decision, on 02/26/2019, Commerce published in the Federal Register “Corrosion-Resistant Steel Products from Taiwan: Notice of Court Decision Not in Harmony with Final Determination of Antidumping Duty Investigation and Notice of Amended Final Determination of Investigation,” (Amended Final Determination) (84 FR 6129), which amends the cash deposit rate for all-other producers and/or exporters except for companies that subsequently received their own rates in the first administrative review. See message 8353305, dated 12/19/2018. 2. Accordingly, effective 12/30/2018 (the effective date stated in the Amended Final Determination), for shipments of certain corrosion-resistant steel products from Taiwan entered, or withdrawn from warehouse, for consumption on or after 12/30/2018, CBP shall require, for such entries, a cash deposit equal to the margin for the producers and/or exporters listed below: All-Others Case Number: A-583-856-000 Cash deposit rate: 3.66% 3. These cash deposit requirements shall remain in effect until further notice. Do not liquidate any entries of this merchandise until specific liquidation instructions are issued. 4. Instructions for granting a request for a refund on any overcollection on or after 12/30/2018 through the date of this message will be issued in a separate message. 5.
