ON SEPTEMBER 4, 1996, THE DEPARTMENT OF COMMERCE (THE DEPARTMENT) PUBLISHED IN THE FEDERAL REGISTER THE ANTIDUMPING DUTY ORDER ON LNPP FROM GERMANY (61 FR 46623.) AS NOTED IN THE ANTIDUMPING DUTY ORDER, THE SCOPE OF THE ORDER ENCOMPASSES ELEMENTS (I.E., PARTS AND SUBCOMPONENETS) OF A LNPP SYSTEM, ADDITION, OR COMPONENT, WHICH TAKEN ALTOGETHER, CONSTITUTE AT LEAST 50 PERCENT OF THE COST OF MANUFACTURE OF ANY OF THE FIVE MAJOR LNPP COMPONENTS OF WHICH THEY ARE A PART. 2. ON JULY 2, 1998, WE RECEIVED A REQUEST FOR A SCOPE INQUIRY FROM KOENIG & BAUER-ALBLERT AG CORPORATION (KBA). IN ITS SCOPE INQUIRY REQUEST, KBA REQUESTED THAT THE DEPARTMENT PRELIMINARILY DETERMINE THAT THE FOLLOWING PARTS OR ELEMENTS ARE OUTSIDE OF THE SCOPE OF THE ORDER ON LNPP FROM GERMANY: ALL OF THE PARTS OR ELEMENTS IMPORTED FOR USE IN THE PRODUCTION OF THE CONVEYANCE AND ACCESS APPARATUS 3. THE DEPARTMENT HAS PRELIMINARILY DETERMINED THAT THESE PARTS OR ELEMENTS CONSTITUTE LESS THAN 50 PERCENT OF THE COST OF MANUFACTURE OF THE CONVEYANCE AND ACCESS APPARATUS OF WHICH THEY WILL BE A PART AND, THUS, ARE OUTSIDE THE SCOPE OF THE ORDER. ACCORDINGLY, CUSTOMS IS INSTRUCTED TO SUSPEND LIQUIDATION OF THE AFOREMENTIONED ENTRIES AT A ZERO CASH DEPOSIT RATE.
