1. On 02/09/2018, the U.S. Court of International Trade (CIT) sustained the Final Redetermination issued by Commerce pursuant to Maquilacero S.A. de C.V. v. United States (CIT No. 15-00287). As a result, Commerce published in the Federal Register (83 FR 7153) on 02/20/2018, with an effective date of 02/19/2018, the Notice of Court Decision Not in Harmony with Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision. 2. Although, as a result of the CIT's final decision, certain black ASTM A-513 tubing imported by Maquilacero, S.A. de C.V., described below in paragraph 3, is outside of the scope of the antidumping duty order on certain circular welded non-alloy steel pipe from Mexico, CBP is directed to suspend or continue to suspend liquidation of the entries of certain circular welded non-alloy steel pipe from Mexico imported by Maquilacero, S.A. de C.V., described below in paragraph 3 entered, or withdrawn from warehouse, for consumption on or after 02/19/2018. 3. As a result of the CIT's final decision, a cash deposit rate of zero is applicable to the following entries of certain black ASTM A-513 tubing imported by Maquilacero, S.A. de C.V., entered, or
