This is a correction to message 7348308, dated 12/17/2017, to correct the effective date of that message and paragraphs 1 and 2 of that message.

Paragraph 2 of message 7348308 contains incorrect information regarding the effective date of the rescission order.
Specifically, the message cites the Federal Register notice and date of the final determination (82 FR 42792, 09/12/2017) instead of the preliminary determination (82 FR 12562, 03/06/2017).
Additionally, the effective date in the header of that instruction is incorrectly listed as 09/12/2017, the date of the final determination.
The correct effective date of the instruction is 03/06/2017, the date of the preliminary determination.

Additionally, three companies were inadvertently included in paragraph 1 of message 7348308.
Those three companies have been removed from this corrected message.

Commerce has rescinded the administrative review of the countervailing duty order on certain crystalline silicon photovoltaic products from the People's Republic of China (C-570-011) covering the period 06/10/2014 through 12/31/2015 in part with respect to the firm listed below.
You are to assess countervailing duties on this merchandise entered, or withdrawn from warehouse, for consumption during the period 06/10/2014 through 12/31/2015 at the cash deposit rate required at the time of entry.
Liquidate all entries for the following firm(s):
No case number was in place during the period of review for the companies listed below.
Entries may have been made under C-570-011-000 or other company-specific numbers.

Notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraph 1 occurred with the publication of the notice of rescission in part of administrative review (82 FR 12562, 03/06/2017).
Unless instructed otherwise, for all other shipments of certain crystalline silicon photovoltaic products from the People's Republic of China you shall continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates.

The injunction with court number 15-00090 discussed in message 6004301 dated 01/04/2016, as amended by message 6014301 dated 01/14/2015, is applicable to entries assembled in the People's Republic of China by SunEnergy (S.Z.) Co., Ltd. and imported into the United States by SunPower Corporation or SunPower Corporation, Systems during the period 06/10/2014 through 10/07/2014 and 02/20/2015 through 12/31/2015.
Accordingly, continue to suspend liquidation of such entries until liquidation instructions are issued.

The assessment of countervailing duties by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended.
Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties.
The interest provisions are not applicable to cash or bonds posted as estimated countervailing duties before the date of publication of the countervailing duty order.
Interest shall be calculated from the date payment of estimated countervailing duties is required through the date of liquidation.
The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period.
