THE DEPARTMENT OF COMMERCE HAS COMPLETED ITS ADMINISTRATIVE REVIEW OF THE ANTIDUMPING DUTY ORDER ON OIL COUNTRY TUBULAR GOODS FROM CANADA FOR THE PERIOD JUNE 1, 1994 THROUGH MAY 31, 1995, AND PUBLISHED THE FINAL RESULTS AND REVOCATION IN PART NOTICE ON 09/23/96 (61 FR 49733). 2. AS A RESULT OF NO SALES AT LESS THAN NORMAL VALUE FOR A PERIOD OF THREE CONSECUTIVE YEARS, AN AGREEMENT BY IPSCO INC. TO IMMEDIATE REINSTATEMENT OF THE ORDER IF IT SHOULD MAKE SUCH SALES IN THE FUTURE, AND THE LACK OF ANY INDICATION TO THE CONTRARY, THE DEPARTMENT CONCLUDES THAT IPSCO INC., IS NOT LIKELY TO SELL SUBJECT MERCHANDISE AT LESS THAN NORMAL VALUE IN THE FUTURE. THEREFORE, THE DEPARTMENT HAS REVOKED THE ORDER WITH RESPECT TO IPSCO INC. 3. THEREFORE, CUSTOMS IS DIRECTED TO TERMINATE THE SUSPENSION OF LIQUIDATION FOR ALL SHIPMENTS OF OIL COUNTRY TUBULAR GOODS MANUFACTURED BY IPSCO AND ENTERED, OR WITHDRAWN FROM WAREHOUSE, FOR CONSUMPTION ON OR AFTER 06/01/94, AND TO LIQUIDATE SUSPENDED ENTRY SUMMARIES WITHOUT REGARD TO ANTIDUMPING DUTIES. 4. FOR MERCHANDISE EXPORTED BY MANUFACTURERS OR EXPORTERS NOT COVERED IN THIS REVIEW BUT COVERED IN A PREVIOUS REVIEW OR THE ORIGINAL LESS-THAN-FAIR-VALUE (LTFV) INVESTIGATION, THE CASH DEPOSIT RATE WILL CONTINUE TO BE THE RATE PUBLISHED IN THE MOST RECENT FINAL RESULTS OR DETERMINATION FOR WHICH THE MANUFACTURER OR EXPORTER RECEIVED A COMPANY-SPECIFIC RATE. 5. IF THE EXPORTER IS NOT A FIRM COVERED IN THIS REVIEW, EARLIER REVIEWS, OR THE ORIGINAL INVESTIGATION, BUT THE MANUFACTURER IS, THE CASH DEPOSIT RATE WILL BE THAT RATE ESTABLISHED FOR THE MANUFACTURER OF THE MERCHANDISE IN THESE FINAL RESULTS OF REVIEW, EARLIER REVIEWS, OR THE ORIGINAL INVESTIGATION, WHICHEVER IS THE MOST RECENT. 6. FOR ANY ENTRIES OF THIS MERCHANDISE FROM AN EXPORTER NOT COVERED IN THIS OR PRIOR ADMINISTRATIVE REVIEWS, AND WHO IS UNRELATED TO ANY REVIEWED FIRM OR PREVIOUSLY REVIEWED FIRM, A CASH DEPOSIT AT A RATE OF 16.65 PERCENT SHALL BE REQUIRED. 7.THESE CASH DEPOSIT REQUIREMENTS WILL REMAIN IN EFFECT UNTIL PUBLICATION OF THE FINAL RESULTS OF THE NEXT ADMINISTRATIVE REVIEW. 8. THE ASSESSMENT OF ANTIDUMPING DUTIES BY THE CUSTOMS SERVICE ON ENTRIES OF THIS MERCHANDISE IS SUBJECT TO THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT OF 1930. SECTION 778 REQUIRES THAT CUSTOMS PAY INTEREST ON OVERPAYMENTS, OR ASSESS INTEREST ON UNDERPAYMENTS, OF THE REQUIRED AMOUNTS DEPOSITED AS ESTIMATED ANTIDUMPING DUTIES. THE INTEREST PROVISIONS ARE NOT APPLICABLE TO CASH BONDS POSTED AS ESTIMATED ANTIDUMPING DUTIES BEFORE THE DATE OF PUBLICATION OF THE ANTIDUMPING DUTY ORDER. INTEREST SHALL BE CALCULATED FROM THE DATE OF PAYMENT OF ESTIMATED ANTIDUMPING DUTIES THROUGH THE DATE OF LIQUIDATION. THE RATE AT WHICH SUCH INTEREST IS PAYABLE IS THE RATE IN EFFECT UNDER SECTION 6621 OF THE INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD. 9.
