Notice of preliminary determination for certain carbon and alloy steel wire rod from the Russian Federation (A-462-824) and critical circumstances for -000, -001, -002

1. On 09/12/2017, Commerce published in the Federal Register (82 FR 42794) its affirmative preliminary determination of sales at less than fair value and critical circumstances in the antidumping investigation of certain carbon and steel alloy wire rod (wire rod) from the Russian Federation (Russia). 2. The products covered by this investigation are described in message 7117304, dated 04/27/2017. 3. This investigation has been assigned investigation number A-821-824. For CBP purposes only, the investigation number A-462-824 should be used. 4. Because Commerce determined that critical circumstances exist for imports of wire rod from Russia from the producers and/or exporters listed below, CBP shall suspend liquidation of all appropriate entries of wire rod from Russia that are entered, or withdrawn from warehouse, for consumption on or after 06/14/2017, which is 90 days before the date of publication of the preliminary determination in the Federal Register. Effective 06/14/2017, for entries of wire rod from Russia for the producers and exporters listed below, CBP shall require a cash deposit equal to the following dumping margins: Producer and/or Exporter: Abinsk Electric Steel Works Ltd. Case number: A-462-824-001 Cash deposit rate: 756.93% Producer and/or Exporter: JSC NLMK-Ural Case number: A-462-824-002 Cash deposit rate: 756.93% All Others Case Number: A-462-824-000 Cash Deposit Rate: 436.80% 5. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate. B. Where neither the exporter nor the producer has its own rate or the producer is unknown, use the all-others rate of 436.80% to establish the cash deposit. 6.
