1. On 07/12/2017, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on stainless steel bar from Spain (A-470-805) for the period 03/01/2015 through 02/29/2016. This PI was issued in connection with court number 17-00176. 2. This PI enjoins liquidation of entries which are subject to the Final Results of the Antidumping Duty Administrative Review published as Stainless Steel Bar from Spain, 82 Fed. Reg. 29826 (Dept. Commerce June 30, 2017) (final admin review); were exported to the United States by Sidenor Aceros Especiales S.L. (f/k/a Gerdau Aceros Especiales Europa, S.L.) (Sidenor Aceros Especiales S.L., is the successor-in-interest of Gerdau Aceros Especiales Europa, S.L. See Stainless Steel Bar from Spain, 81 Fed. Reg. 87021 (Dec. 2, 2016) (final changed circumstances review) (whereby the Department determined that “Sidenor is the success-in-interest to Gerdau, and is entitled to Gerdau's cash deposit rate with respect to entries of merchandise subject to the AD order on SSB from Spain”)); and were entered, or withdrawn from warehouse, for consumption on or after March 1, 2015 through February 29, 2016. 3. Effective 07/12/2017 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5:00 pm Eastern Time 07/12/2017. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued. 4. Effective immediately, CBP is instructed to follow the terms of the PI. 5. Liquidation instructions for entries affected by this PI have not yet been issued. 6. This order has been assigned case number A-469-805. For CBP purposes only, the case number is A-470-805. 7.
