1. On 06/01/2017 the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain passenger vehicle and light truck tires from the People's Republic of China (A-570-016) for the period 08/06/2015 through and including the date of publication in the Federal Register Notice not in Harmony with the Court's decision. This PI was issued in connection with court number 15-00251. 2. This PI enjoins liquidation of entries which: (1) were the subject of the administrative determination styled as Antidumping Duty Investigation of Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Final Determination of Sales at Less Than Fair Value and Final Affirmative Determination of Critical Circumstances, In Part, 80 Fed. Reg. 34893 (June 18, 2015), as amended and implemented in the antidumping duty order of the U.S. Department of Commerce (“Commerce”) published on August 10, 2015, Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Amended Final Affirmative Antidumping Duty Determination and Antidumping Duty Order; and Amended Final Affirmative Countervailing Duty Determination and Countervailing Duty Order, 80 Fed. Reg. 47902, 47904 at n.19 (Aug. 10, 2015); (2) were (i) exported into the United States by Cooper Tire & Rubber Company, and produced by Cooper (Kunshan) Tire Co., Ltd., or Cooper Chengshan (Shandong) Tire Co., Ltd.; (ii) exported and produced by Cooper Chengshan (Shandong) Tire Co., Ltd.; or (iii) exported and produced by Cooper (Kunshan) Tire Co., Ltd.; (3) were entered on or after August 6, 2015 and through and including the date of publication in the Federal Register of the Notice not in Harmony with the Court's Decision; and (4) remain unliquidated as of 5:00 p.m. the date this ORDER is entered. 3. Effective 06/01/2017, no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5pm 06/01/2017. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued. 4. Effective immediately, CBP is instructed to follow the terms of the PI. 5. Liquidation instructions for entries affected by this PI have not yet been issued. 6.
