Cargo Systems Messaging Service CSMS # 69415934 - GUIDANCE: Reduction of Tariffs on Patented Pharmaceuticals and Pharmaceutical Ingredients for Products of the United Kingdom Implemented by Presidential Proclamation 11020 This message provides guidance regarding the reduction of tariffs on patented pharmaceuticals and associated pharmaceutical ingredients that are products of the United Kingdom amending Presidential Proclamation 11020, “Adjusting Imports of Pharmaceuticals and Pharmaceutical Ingredients Into the United States.” BACKGROUND On July 31, 2026, the Secretary of Commerce published “ Notice of Reduction of Tariffs on Patented Pharmaceuticals and Pharmaceutical Ingredients for Products of the United Kingdom Implemented by Presidential Proclamation 11020 ” reducing the tariff rate for patented pharmaceuticals and associated pharmaceutical ingredients that are products of the United Kingdom from 10 percent to 0 percent, effective July 31, 2026. CBP has completed the necessary updates in the Automated Commercial Environment (ACE). GUIDANCE This guidance instructs importers, brokers, and filers on submitting entries to U.S. Customs and Border Protection (CBP) on patented pharmaceuticals and associated ingredients imported from the United Kingdom under Harmonized Tariff Schedule of the United States (HTSUS) heading 9903.04.63. Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Time on July 31, 2026: 9903.04.63: Applies to patented pharmaceutical articles that are the product of the United Kingdom, as defined in U.S. note 40(c) and (g) to subchapter III. 0% additional ad valorem duty rate. Refer to CSMS # 69395344 for Chapter 1–97 HTSUS classifications which correspond to heading 9903.04.63, and the other Chapter 99 headings established by Proclamation 11020.
