FDA Downtime June 21, 2025, 10 PM Eastern through June 22, 2025, 6 AM Eastern

Plain-English explanation

CSMS 65313729 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on June 11, 2025. It carries the official CBP guidance brokers and importers must follow for the topic — "FDA Downtime June 21, 2025, 10 PM Eastern through June 22, 2025, 6 AM Eastern". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

CSMS # 65313729 - FDA Downtime June 21, 2025, 10 PM Eastern through June 22, 2025, 6 AM Eastern U.S. Customs and Border Protection sent this bulletin at 06/12/2025 09:00 AM EDT   Cargo Systems Messaging Service CSMS # 65313729 - FDA Downtime June 21, 2025, 10 PM Eastern through June 22, 2025, 6 AM Eastern **Extended FDA outage: plan ahead** Due to a critical downstream database upgrade, the interface between the U.S. Food and Drug Administration (FDA) and U.S. Customs and Border Protection (CBP) will be down during the following period: Start: Saturday, June 21, 2025, 10:00PM ET End: Sunday, June 22, 2022, 6:00AM ET During this time: FDA will not process any inbound entries or outbound messages. Status messages generated during this window will be queued and sent to CBP when the interface is restored. Do not resubmit entries as this will increase the processing time to catch up when the interface is restored. Prior Notice impact during this time: The Prior Notice System Interface (PNSI) will be operational during the outage window. Prior Notices can be submitted via the Automated Broker Interface (ABI)/Automated Commercial Environment (ACE); but will be queued during the outage window. There may be a delay in review of Prior Notices. This delay may lead to Prior Notices being reviewed beyond expected timeframes (Truck/Land: 2 hours, Rail/Air: 4 hours, Sea: 8 hours). Please file your Prior Notices early to mitigate the impact of the delay. Please do not resubmit entries as this will cause additional delays For additional details, see Prior Notice Contingency Scenario 1: Prior Notice Contingency Scenario 1 For questions regarding Prior Notice, or with perishable shipments , please contact the FDA's Division of Targeting and Analysis (DTA), formerly DFDT. DTA can be reached 24/7/365 at (866) 521-2297 or prior.notice@fda.hhs.gov . Frequently asked questions

What is CSMS 65313729?

CSMS 65313729 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "FDA Downtime June 21, 2025, 10 PM Eastern through June 22, 2025, 6 AM Eastern". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 65313729 published?

CBP published CSMS 65313729 on June 11, 2025. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
