CSMS # 64687696 - UPDATED GUIDANCE – Reciprocal Tariffs on Goods of China, April 9, 2025, Effective Date U.S. Customs and Border Protection sent this bulletin at 04/08/2025 06:58 PM EDT Cargo Systems Messaging Service CSMS # 64687696 - UPDATED GUIDANCE – Reciprocal Tariffs on Goods of China, April 9, 2025, Effective Date The purpose of this message is to provide updated guidance on the additional duties due on imported merchandise which were imposed by the Executive Order issued April 8, 2025, “Amendment To Reciprocal Tariffs And Updated Duties As Applied To Low-value Imports From The People's Republic Of China.” This Executive Order provides an updated reciprocal rate of duty for goods of China of 84%, replacing the previous rate of 34%. This CSMS message updates CSMS 64680374 with the following information only. Imported goods of China, other than those that fall within the identified exceptions included in CSMS 64680374, entered for consumption, or withdrawn from warehouse for consumption on or after 12:01 a.m. ET on April 9, 2025 , are subject to the following HTSUS classification and additional ad valorem duty rates. 9903.01.63 : Articles the product of China, including Hong Kong and Macau, will be assessed an additional ad valorem rate of duty of 84%. CBP will provide additional guidance to the trade community through CSMS messages as appropriate.
