CSMS # 63789491 - CBP Proposes New Rule to Strengthen Enforcement and Limit Duty Exemption for Low-Value Shipments U.S. Customs and Border Protection sent this bulletin at 01/17/2025 01:09 PM EST Cargo Systems Messaging Service CSMS # 63789491 - CBP Proposes New Rule to Strengthen Enforcement and Limit Duty Exemption for Low-Value Shipments U.S. Customs and Border Protection (CBP) today announced a Notice of Proposed Rulemaking (NPRM) aimed at tightening the duty-free exemption for certain low-value shipments entering the United States. The proposed changes would make certain products ineligible for the duty-free exemption, which currently allows goods valued at $ 800 or less to enter the country without paying duties or taxes. Under the proposed Trade and National Security Actions for Low-Value Shipments rule, merchandise subject to specific trade and national security actions (such as Section 201, 232, and 301 duties) would no longer qualify for the de minimis exemption and certain shipments claiming this exemption will be required to provide the 10-digit Harmonized Tariff Schedule of the United States (HTSUS) classification for the imported low-value merchandise. Members of the public will have 60 days to comment on the proposed rulemaking.
