1. On 12/15/2016, Commerce published in the Federal Register (81 FR 90776) its final determination of sales at less than fair value in the antidumping duty investigation of large residential washers from the People's Republic of China. 2. Because Commerce has determined that critical circumstances do not exist for imports of large residential washers from the People's Republic of China from Suzhou Samsung Electronics Co., Ltd., Suzhou Samsung Electronics Co., Ltd. – Export, and the PRC-Wide Entity, the retroactive suspension of liquidation ordered in message 6209317, dated 07/27/2016, is terminated. Accordingly, Commerce will direct CBP in separate instructions to terminate the suspension of liquidation for all shipments of large residential washers from the People's Republic of China from Suzhou Samsung Electronics Co., Ltd., Suzhou Samsung Electronics Co., Ltd. – Export, and the PRC-Wide Entity entered, or withdrawn from warehouse, for consumption, before 07/26/2016 and to refund any cash deposits and release any other security. The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply. 3. The products covered by this investigation are described in message 6014304, dated 01/14/2016. 4. This investigation has been assigned investigation number A-570-033. 5. For imports of large residential washers from the People's Republic of China, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 7/26/2016. 6. Effective 12/15/2016, CBP shall require, for entries of large residential washers from the People's Republic of China from the exporter/producer combinations listed below, a cash deposit equal to the antidumping duty cash deposit rates shown below: Exporter: PRC-Wide Entity Case number: A-570-033-000 Cash deposit rate: 44.28% Exporter: Nanjing LG-Panda Appliances Co., Ltd. Producer: Nanjing LG-Panda Appliances Co., Ltd. Case number: A-570-033-001 Cash deposit rate: 32.12% Exporter: Suzhou Samsung Electronics Co., Ltd./Suzhou Samsung Electronics Co. Ltd. – Export Producer: Suzhou Samsung Electronics Co., Ltd./Suzhou Samsung Electronics Co. Ltd. – Export Case number: A-570-033-002 Cash deposit rate: 52.51% 7. For all other entries of large residential washers from the People's Republic of China, the following cash deposit instructions apply: A. For all PRC exporters of large residential washers from the People's Republic of China which have not received their own rate, the cash deposit will be the PRC-wide rate. B. For all non-PRC exporters of large residential washers from the People's Republic of China which have not received their own rate, the cash deposit rate will be the rate applicable to the exporter/producer combinations that supplied that non-PRC exporter. 8.
