CSMS # 63100038 - New Entry Summary Validation to Prevent Ineligible Polyester Staple Fiber Temporary Importation under Bond (TIB) Entries U.S. Customs and Border Protection sent this bulletin at 11/19/2024 05:05 PM EST Cargo Systems Messaging Service CSMS # 63100038 - New Entry Summary Validation to Prevent Ineligible Polyester Staple Fiber Temporary Importation under Bond (TIB) Entries On November 23, 2024, U.S. Customs and Border Protection (CBP) will deploy a validation in the Automated Commercial Environment (ACE) for certain temporary importation under bond (TIB) entries (type 23) for polyester staple fiber (PSF) Presidential Proclamation 10857 s igned on November 8, 2024, requires new quantitative restrictions on TIB entries of PSF from most countries classified under Harmonized Tariff Schedule of the United States (HTSUS) 5503.20.0025 and 9813.00.0520, effective November 23, 2024. The proclamation modifies Chapter 99 of the HTSUS by adding HTSUS number 9903.55.01. Entries subject to the quantitative restriction that do not include the new 9903.55.01 quantitative restriction number when the combination of statistical reporting numbers 9813.00.0520 and 5503.20.0025 (PSF) are filed will receive the following error message “ F60A ADDTNL HTS REQUIRED FOR ENTRY TYPE: For TIB Entry type ("23") when both 9813.00.0520 and 5503.20.0025 are present on summary line, 9903.55.01 must be provided.” This error message is reflected in the updated ACE CATAIR Error Dictionary V39 in the Supporting Documents section of the ACE Automated Broker Interface (ABI) CBP and Trade Automated Interface Requirements (CATAIR) webpage .
