1. On 07/18/2016, the U.S. Court of International Trade (CIT) sustained the Final Redetermination issued by Commerce pursuant to Meridian Products LLC v. United States (CIT No. 13-00246). As a result, Commerce published in the Federal Register (81 FR 52402) on 08/08/2016, with an effective date of 07/28/2016, the Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision. 2. As a result of the CIT's final decision, certain kitchen appliance door handles from the People's Republic of China (PRC) imported by Meridian Products LLC (Meridian) described below are outside of the scope of the antidumping duty order on aluminum extrusions from the PRC. However, CBP is directed to continue to suspend liquidation of the entries of certain kitchen appliance door handles from the PRC imported by Meridian described below entered, or withdrawn from warehouse, for consumption on or after 07/28/2016 at a zero cash deposit rate, regardless of the rate in effect at the time of entry, until further instructions are provided. The specific kitchen appliance door handles subject to these instructions are Meridian's “Type B” handles for attachment to ovens, refrigerators or freezers. The “Type B” handles are made of aluminum extrusions, plus two plastic injection molded end caps at each end of the handle. The end caps are used to fasten the handle to the door of the appliance. Holes are drilled in the handles. 3. These cash deposit requirements will remain in effect until further notice. 4. Do not liquidate any entries of the merchandise covered by paragraph 2 above until specific liquidation instructions are issued. 5.
