1. On 07/05/2016, Commerce published in the Federal Register (81 FR 43582) its final results in the changed circumstances review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (“solar cells and modules”), from the People's Republic of China (“PRC”) from (A-570-979). 2. Commerce determined that Hangzhou Sunny Energy Science and Technology Co., Ltd. is the successor-in-interest to Hangzhou Zhejiang University Sunny Energy Science and Technology Co., Ltd. (“Hangzhou ZU Sunny”) for purposes of the antidumping duty order on solar cells and modules from the PRC and, as such, is entitled to Hangzhou ZU Sunny's cash deposit rate with respect to entries of subject merchandise. 3. We have deactivated case number A-570-979-087, which was assigned to Hangzhou ZU Sunny. We have created case number A-570-979-110, for Hangzhou Sunny. All entries of subject merchandise from Hangzhou Sunny should be entered under A-570-979-110. 4. Accordingly, for shipments of solar cells and modules from the PRC which were entered, or withdrawn from warehouse, for consumption on or after 07/05/2016, CBP shall require a cash deposit for estimated antidumping duties at the following rate: Exporter: Hangzhou Sunny Energy Science and Technology Co., Ltd. Case number: A-570-979-110 Cash deposit rate: 9.67% 5. This cash deposit requirement shall remain in effect until further notice. Do not liquidate any entries of this merchandise until specific liquidation instructions are issued. 6.
