CBP Document Image System (DIS) Email Submission Enhancement Deployed June 13, 2024

Plain-English explanation

CSMS 60950243 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on June 11, 2024. It carries the official CBP guidance brokers and importers must follow for the topic — "CBP Document Image System (DIS) Email Submission Enhancement Deployed June 13, 2024". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

CSMS # 60950243 - CBP Document Image System (DIS) Email Submission Enhancement Deployed June 13, 2024 U.S. Customs and Border Protection sent this bulletin at 06/17/2024 11:13 AM EDT   Cargo Systems Messaging Service CSMS # 60950243 - CBP Document Image System (DIS) Email Submission Enhancement Deployed June 13, 2024 On June 13, U.S. Customs and Border Protection (CBP) deployed an enhancement to the Document Image System (DIS) Email Submission. This enhancement modifies the CBP review process for documents submitted to the DIS. Trade users will now see the following changes: For document submissions via email: CBP now has the ability to respond to filers when document-reviews are done in DIS .  Previously, CBP did not have the capability to notify trade in all scenarios when document-reviews are done for documents that are submitted by email. For document submissions via Automated Broker Interface (ABI): CBP will have the ability to respond to filers through DIS regardless of review status .  Previously, CBP did not have the capability to respond to DIS submissions sent by ABI when the review status is “accepted.” Only transactions rejected by CBP after review were able to be sent back to the filer. For all document submissions: Three review status options will be available to CBP (“accepted,” “rejected,” and “under review”) . With this change, CBP now has the ability to send review statuses of “accepted,” “under review,” and “rejected” regardless of document submission method. With these changes, CBP is able to respond to all DIS submissions regardless of how they were sent to CBP and regardless of review status. CBP may also send comments to accompany the review status that is returned to the filer. NOTE : Even though the capability is available, a review status will not be sent for all documents reviewed by CBP. The Document Image System (DIS) implementation guide (IG) was updated on March 25, 2024, and can be found in the “DRAFT CHAPTERS: FUTURE CAPABILITIES” section as ”DIS-XML Implementation Guide” located here: https://www.cbp.gov/trade/ace/catair . Please see the change log for specific details. Filers can reach out to their CBP Client Representative for questions related to Electronic Data Interchange (EDI) transactions and testing support. Frequently asked questions

What is CSMS 60950243?

CSMS 60950243 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "CBP Document Image System (DIS) Email Submission Enhancement Deployed June 13, 2024". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 60950243 published?

CBP published CSMS 60950243 on June 11, 2024. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
