Initiation of scope inquiry - antidumping duty orders on oil country tubular goods from Argentina (A-357-824) and Mexico (A-201-856)

1. On 03/04/2026, Commerce initiated a scope inquiry on whether three types of certain mechanical pipe are covered by the scope of the antidumping duty orders on oil country tubular goods from Argentina (A-357-824) and Mexico (A-201-856). Those three types are: (1) mechanical pipe for oilfield tools; (2) mechanical pipe for perforating guns; and (3) expandable mechanical pipe (expandable tools). 2. Continue to suspend liquidation of entries of certain mechanical pipe that are already subject to the suspension of liquidation under the antidumping duty orders on oil country tubular goods from Argentina and Mexico at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
