CSMS # 60433556 - Department of Commerce Modifications to Antidumping Duty and Countervailing Duty Regulations U.S. Customs and Border Protection sent this bulletin at 05/02/2024 02:40 PM EDT Cargo Systems Messaging Service CSMS # 60433556 - Department of Commerce Modifications to Antidumping Duty and Countervailing Duty Regulations n March 25, 2024, the Department of Commerce (Commerce) published a final rule modifying existing antidumping duty (AD) and countervailing duty (CVD) regulations to improve, strengthen, and enhance its enforcement of the AD and CVD laws ( Regulations to Improve Administration and Enforcement of Antidumping and Countervailing Duty Laws ). These regulations apply to various aspects of AD/CVD proceedings, including filing requirements; scope, circumvention, and covered merchandise inquiries; reference to and reliance on new factual information; the CVD facts available hierarchy; surrogate value and CVD benchmark selections; particular market situations; and certain types of countervailable subsidies.
