1. On 01/05/2026, Commerce initiated a scope inquiry on whether cut plate flanges imported by API International Inc. (API) are covered by the scope of the antidumping and countervailing duty orders on stainless steel flanges from the People's Republic of China (A-570-064; C-570-065). The cut plate flanges imported by API are for 18 models (identified by API part number) of standard flanges, original equipment manufacturer flanges, exhaust flanges, and light weight irrigate flanges that are manufactured using a plate cutting method. Each flange model is produced using stainless steel that conforms with ASTM A240 (Grade 304L or 316L, as appropriate) and are not manufacturing using the forged production method.
