CSMS # 59396051 - CORRECTION: CBP Expands Global Business Identifier Testing with New Opportunities for Trade Participation U.S. Customs and Border Protection sent this bulletin at 02/13/2024 10:59 AM EST Cargo Systems Messaging Service CSMS # 59396051 - CORRECTION: CBP Expands Global Business Identifier Testing with New Opportunities for Trade Participation On February 12, 2024, U.S. Customs and Border Protection (CBP) published an amended Federal Register Notice (FRN) extending the Global Business Identifier (GBI) Test period for three more years and removing previous commodity and country of origin limitations on the types of entries eligible to be evaluated under it. The FRN also maintains that participants can transmit one or more of the three identifiers accepted under the test for one or more party types on an entry (manufacturer, shipper, seller, exporter, distributor and packager)—a modification that was first established in July 2023. The Data Universal Numbering System (DUNS), Global Location Number (GLN), and Legal Entity Identifier (LEI) remain the three identifiers currently accepted under the GBI Test. Under the GBI Test, CBP will continue to assess the functionality and effectiveness of identifiers to address data gaps caused by the unreliability of the manufacturer or shipper identification code (MID), in addition to exploring opportunities to enhance supply chain traceability and visibility more broadly—including examining how CBP, Partner Government Agencies (PGAs), and the trade industry might leverage identifiers to comply with growing supply chain traceability requirements. CBP continues to welcome participants who wish to voluntarily transmit GBI data with their entry filings in exchange for the opportunity to directly share feedback with CBP and inform the ongoing evolution of the GBI Test, including potential benefits for GBI filers.
