Final Rule Published: Continuing Education for Licensed Customs Brokers

Plain-English explanation

CSMS 56727800 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on June 23, 2023. It carries the official CBP guidance brokers and importers must follow for the topic — "Final Rule Published: Continuing Education for Licensed Customs Brokers". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

CSMS # 56727800 - Final Rule Published: Continuing Education for Licensed Customs Brokers U.S. Customs and Border Protection sent this bulletin at 06/23/2023 02:56 PM EDT   Cargo Systems Messaging Service CSMS # 56727800 - Final Rule Published: Continuing Education for Licensed Customs Brokers Today, U.S. Customs and Border Protection (CBP) announced the publication of the Continuing Education for Licensed Customs Brokers Final Rule (88 FR 41224). The Final Rule amends CBP regulations to require continuing education for individually licensed customs brokers and creates a framework for administering this requirement. The Continuing Education Final Rule will help ensure brokers have the training needed to facilitate compliant trade in the modern operating environment and act as an additional layer of security to prevent illegal goods from entering the U.S. commerce. With this regulatory change, CBP will require individually licensed brokers to earn 36 credits of continuing education every triennial period and certify completion on the Triennial Status Report.  However, to allow time for full implementation of the new requirement, CBP will reduce the number of continuing education credits for the initial triennial period beginning February 1, 2024.  CBP will announce the number of required credits, as well as the date on which qualified continuing broker education courses will be available to individual brokers, by publishing a notice in the Federal Register at least 30 days prior to the compliance date announced therein. To ensure a smooth transition and to socialize changes to CBP regulations, the Office of Trade’s Broker Management Branch has a dedicated section on the Customs Brokers webpage with information and resources on the Continuing Education requirement. Frequently asked questions

What is CSMS 56727800?

CSMS 56727800 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "Final Rule Published: Continuing Education for Licensed Customs Brokers". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 56727800 published?

CBP published CSMS 56727800 on June 23, 2023. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
