CSMS # 53677669 - Draft version of the Batch and Block CATAIR posted to CBP.gov U.S. Customs and Border Protection sent this bulletin at 10/18/2022 06:10 PM EDT Cargo Systems Messaging Service CSMS # 53677669 - Draft version of the Batch and Block CATAIR posted to CBP.gov On October 18, 2022, U.S. Customs and Border Protection (CBP) published two Final Rules that updated provisions in 19 CFR 111: Modernization of the Customs Broker Regulations (87 FR 63267) and Elimination of Customs Broker District Permit Fee (87 FR 63262). The effective date of the Final Rule is December 19, 2022. Upon effective date of the Final Rule, district permits will be eliminated, and brokers will transition to a national permit framework. The ABI Batch and Block Control CATAIR has been updated to support the transition to a National Permit. The following changes have been made to the CATAIR: All references to “Remote”, “Remotely Filed”, etc. removed and replaced with “Preparer” For Brokers, all functionality remains the same, apart from National Permit validations. Brokers must have an active National Broker permit for applications that are listed in Note 4 of Block Control Header (Input B-Record). For self-filing importers, this update allows the use of the Preparer fields for entry-based transactions. The benefit of a National Permit is that it grants self-filing importers access to all Ports of Entry with just one ABI Profile Port Code setup with CBP Please contact your Client Representative if you have any questions about testing in CERT.
