For users where this upload issue is blocking Protest creation, we recommend creating the Protest without attachments for now and add the attachments once the issue is fixed and the upload is working consistently. We are working to get this issue resolved as quickly as possible and apologize for any inconvenience. A follow-up CSMS will be issued once the issue is fixed.
