1. On 11/18/2015, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the countervailing duty order on certain passenger vehicle and light truck tires from the People's Republic of China (C-570-017) for the periods 12/01/2014 through 03/30/2015 and 08/06/2015 through 12/31/2015. This PI was issued in connection with court number 15-00255. 2. This PI enjoins liquidation of entries which i. Were imported by ITG Voma Corporation; ii. Were subject to the U.S. International Trade Commission's final determination in the investigation of certain passenger vehicle and light truck tires from China, Inv. Nos. 701-TA-522 and 731-TA-1258, Certain Passenger Vehicle and Light Truck Tires from China, 80 Fed. Reg. 47,000 (Int'l Trade Comm'n Aug. 6, 2015) (final determination); and iii. Were entered, or withdrawn from warehouse, between 12/01/2014 and 03/30/2015, or between 08/06/2015 and 12/31/2015, the last day of the month prior to the end of the completed calendar year (first countervailing duty administrative review period), and are subject to the countervailing duty order (C-570-017) published as Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Amended Final Affirmative Antidumping Duty Determination and Antidumping Duty Order; and Amended Final Affirmative Countervailing Duty Determination and Countervailing Duty Order, 80 Fed. Reg. 47,902 (Dep't of Commerce Aug. 10, 2015) (Passenger Tires Orders). 3. Effective 11/18/2015 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued. 4. Effective immediately, CBP is instructed to follow the terms of the PI. 5. Liquidation instructions for entries affected by this PI have not yet been issued. 6.
