Re: Initiation of scope inquiry - antidumping/countervailing duty orders on certain dry pasta from Italy (A-475-818/C-475-819)

Plain-English explanation

CSMS 5273402 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (trade policy), published on September 30, 2025. It carries the official CBP guidance brokers and importers must follow for the topic — "Re: Initiation of scope inquiry - antidumping/countervailing duty orders on certain dry pasta from Italy (A-475-818/C-475-819)". It links to 2 AD/CVD cases in Tandom's catalog. CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

Re: Initiation of scope inquiry - antidumping/countervailing duty orders on certain dry pasta from Italy (A-475-818/C-475-819) 1. On 08/13/2025, Commerce initiated a scope inquiry on whether Lupini Bean Pasta, a mixture of Lupini bean and wheat semolina that is produced by La Molisana SpA and imported by Brami, Inc. is covered by the scope of the antidumping and countervailing duty orders on certain dry pasta from Italy. (A-475-818, C-475-819). 2. Continue to suspend liquidation of entries of pasta that is already subject to the suspension of liquidation under the antidumping and countervailing duty orders on certain dry pasta from Italy at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4. If there are any questions by the importing public regarding this message, please contact the Call Center for the Office of AD/CVD Operations, Enforcement and Compliance, International Trade Administration, U.S. Department of Commerce, at (202) 482-0984. CBP ports should submit their inquiries through authorized CBP channels only. (This message was generated by OP:JS.) 5. There are no restrictions on the release of this information. Alexander Amdur

CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 5273402 published?

Which AD/CVD cases does CSMS 5273402 affect?

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
