Notice of final affirmative determination and final affirmative determination of critical circumstances in the antidumping duty investigation of hexamethylenetetramine (hexamine) from Germany (A-428-854)

1. On 09/23/2025, Commerce published in the Federal Register (90 FR 45728) its final affirmative determination of sales at less than fair value and final affirmative determination of critical circumstances in the antidumping duty investigation of hexamine from Germany (A-428-854). 2. The products covered by this investigation are described in message 4311402, dated 11/06/2024. 3. This proceeding has been assigned case number A-428-854. 4a. For imports of hexamine from Germany, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 05/06/2025 (date suspension first started). Effective 09/23/2025, CBP shall require, for such entries, a cash deposit equal to the margins for the producers and/or exporters listed below: Producer and/or Exporter: Fiberpipe GFK Vertriebsgesellschaft Case number: A-428-854-001 Cash deposit rate: 102.14% Producer and/or Exporter: Prefere Paraform GmbH & Co Kg Case number: A-428-854-002 Cash deposit rate: 59.29% All Others Case Number: A-428-854-000 Cash Deposit Rate: 59.29% 4b. Commerce has determined that critical circumstances exist for imports of hexamine from Germany for the companies listed below. CBP shall suspend liquidation of such shipments that are entered, or withdrawn from warehouse, for consumption on or after 02/05/2025, which is 90 days before the date on which suspension of liquidation was first ordered for such entries. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate. B. Where neither the exporter nor the producer currently has its own rate or the producer is unknown, use the all-others rate in effect at the time of entry to establish the cash deposit rate. 6.
