Re: Affirmative final scope ruling - antidumping duty order on Forged Steel Fittings from Italy (A-475-839) 1. On 06/23/2025, Commerce issued a final scope ruling that the cap portion of the PFT Hub & Cap System are covered by the scope of the antidumping duty order on Forged Steel Fittings from Italy (A-475-839). The PFT Hub & Cap System is comprised of a hub, a cap, a valve that monitors line pressure, and an O-ring. The cap is described as a threaded and dome-shaped piece of steel threaded onto the end of the hub. 2. Specifically, Commerce determined that the caps are covered by the scope of the order because these products meet the description of subject merchandise as they are fittings (i.e., cap with threaded end finish or fastening method), made of steel forging, and manufactured to ASTM A350 standards. Also, the caps do not meet any of the stated exclusions listed in the scope of the order. 3. This final scope ruling is applicable only to merchandise imported by National Oilwell Varco, L.P. 4a. Continue to suspend liquidation of entries of the cap portion of the PFT Hub & Cap System already subject to the suspension of liquidation under the antidumping duty order on Forged Steel Fittings from Italy at the cash deposit rate in effect on the date of entry in accordance with message 4240402, dated 08/27/2024. 4b. For all entries of the cap portion of the PFT Hub & Cap System not already subject to the suspension of liquidation, CBP should suspend liquidation of: (i) shipments entered, or withdrawn from warehouse, for consumption on or after 08/27/2024, and (ii) shipments entered, or withdrawn from warehouse, for consumption prior to the date of initiation of the scope inquiry but no earlier than November 4, 2021. CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry. 5. Entries of products covered by paragraph 4 should not be liquidated until specific liquidation instructions are issued. 6. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 7.
