CSMS #52101437 - RESOLVED: UK Aluminum Quota Guidance U.S. Customs and Border Protection sent this bulletin at 06/06/2022 05:36 PM EDT   Cargo Systems Messaging Service CSMS #52101437 - RESOLVED: UK Aluminum Quota Guidance CBP has resolved the discrepancy between published guidance for UK Tariff Rate Quota HTS numbering and the HTS numbers published June 3 in the Annex section of FRN 2022-12097 .    EFFECTIVE AFTER 4:31 PM EDT All UK aluminum quota entries MUST be filed using HTS 9903.85.51 through 9903.85.66 and use hts 9903.85.50 for exclusion handling.   QB 22-711b supersedes previous QB 22-711a for detailed instructions and periodic limits with updated HTS references.  The updated bulletin can be found at https://cbp.gov/trade/quota/bulletins .   Quota Bulletin 22-711b “First Period TRQ for Aluminum Articles of the UK” provides instructions to file entries from the UK country of origin for: 1.       Quota eligible aluminum goods 2.       Department of Commerce (DOC) approved Individual Importer Product Exclusions 3.       DOC General Approved Exclusion (GAE) HTS aluminum goods 4.       “Over-quota” aluminum goods   In order to be eligible for the TRQ, all imports of aluminum articles from the UK must be accompanied by a certificate of analysis for the smelted (unalloyed) primary aluminum used in a product entered into the United States.  Importers should submit the certificate of analysis to the Document Imaging System.   In order for semi-finished (wrought) aluminum products to be eligible for duty-free treatment under the quota they must not contain primary aluminum from the People’s Republic of China, the Russian Federation or the Republic of Belarus.   Any imports of aluminum articles from the United Kingdom that were admitted into a U.S. foreign trade zone under “privileged foreign status” as defined in 19 CFR 146.41, prior to 12:01 a.m. eastern daylight time on June 1, 2022, shall be subject upon entry for consumption made on or after 12:01 a.m. eastern daylight time on June 1, 2022, to the provisions of the tariff-rate quota in effect at the time of the entry for consumption.   DERIVATIVES Effective June 1, 2022, imports of aluminum derivatives from the UK, as referenced in Proclamation 9980, will no longer be subject to additional duties under HTSUS subheading 9903.85.03 in accordance with the June 1, 2022 Proclamation on UK Aluminum.   Questions regarding this message, should be referred to Headquarters Quota and Agriculture Branch at HQQUOTA@cbp.dhs.gov   Update your subscriptions, modify your password or e-mail address, or stop subscriptions at any time on your Subscriber Preferences Page .
