1. Commerce has determined that critical circumstances exist for imports of certain low-speed personal transportation vehicles from China for Xiamen Dalle New Energy Automobile Co., Ltd. and for all other producers and/or exporters (90 FR 26536, 06/23/2025). 2. Although Commerce did not issue affirmative preliminary critical circumstances determinations for Xiamen Dalle New Energy Automobile Co., Ltd. and for all other producers and/or exporters, Commerce issued affirmative final critical circumstances determinations for these producers and/or exporters. 3. Accordingly, for imports of subject merchandise entered, or withdrawn from warehouse, for consumption during the period 09/07/2024 through 12/05/2024 (90 days prior to the date of FR publication of the preliminary determination through the day prior to the date of FR publication of the preliminary determination) CBP shall suspend liquidation and collect a cash deposit equal to the percentages of entered value listed below. Producer and/or Exporter: All Others Case Number: C-570-177-000 Cash Deposit Rate: 22.04 percent Producer and/or Exporter: Xiamen Dalle New Energy Automobile Co., Ltd. Case Number: C-570-177-002 Cash Deposit Rate: 21.23 percent 4. CPB was directed to discontinue the suspension of liquidation of entries concerning the countervailing duty investigation of certain low-speed personal transportation vehicles from China effective 04/05/2025 (the first day after provisional measures in this proceeding have been in place for 120 days (see message 5091405 dated 04/01/2025). The suspension of liquidation will not be resumed unless and until a final determination on this case is published in the Federal Register by the United States International Trade Commission. 5.
