THIS IS A CORRECTION TO EMAIL #2205111 DATED JULY 23, 1992 REGARDING THE CASH DEPOSIT RATE (AND RESULTING ASSESSMENT RATE FOR THE PERIOD 1989 AND 1990) IN EFFECT FOR THE COUNTERVAILING DUTY ORDER ON SPANISH STEEL WIRE ROD (C-470-004). THE CASH DEPOSIT RATE FOR ALL FIRMS WAS ZERO PERCENT FOR ENTRIES MADE THROUGHOUT ALL OF 1989 AND 1990. 2. ACCORDINGLY, ZERO COUNTERVAILING DUTIES SHOULD BE COLLECTED ON ENTRIES OF SPANISH STEEL WIRE ROD EXPORTED ON OR AFTER JANUARY 1, 1989 AND ON OR BEFORE DECEMBER 31, 1990. 3. THE ASSESSMENT OF COUNTERVAILING DUTIES BY THE CUSTOMS SERVICE ON ENTRY SUMMARIES OF THIS MERCHANDISE IS SUBJECT TO THE PROVISIONS OF SECTION 778 O FTHE TARIFF ACT OF 1930. SECTION 778 REQUIRES THAT CUSTOMS PAY INTEREST ON OVERPAYMENTS, OR ASSESS INTEREST ON UNDERPAYMENTS, OF RQUIRED AMOUNTS DEPOSITED AS ESTIMATED COUNTERVAILING DUTIES. THE INTEREST PROVISIONS ARE NOT TO APPLICABLE TO CASH OR BONDS POSTED AS ESTIMATED COUNTERVAILING DUTIES BEFORE THE DATE OF PUBLICATION OF THE COUNTERVAILING DUTY ORDER. INTEREST SHALL BE CALCULATED FROM THE DATE PAYMENT OF ESTIMATED COUNTERVAILING DUTIES IS REQUIRED THROUGH THE DATE OF LIQUIDATION.
