APHIS Reminds Core Users to Expect Correction Requests through the Automated Commercial Environment for Cargo Moving to Plant Inspection Stations

Plain-English explanation

CSMS 47738397 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on May 10, 2021. It carries the official CBP guidance brokers and importers must follow for the topic — "APHIS Reminds Core Users to Expect Correction Requests through the Automated Commercial Environment for Cargo Moving to Plant Inspection Stations". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

CSMS #47738397 - APHIS Reminds Core Users to Expect Correction Requests through the Automated Commercial Environment for Cargo Moving to Plant Inspection Stations U.S. Customs and Border Protection sent this bulletin at 05/10/2021 10:06 AM EDT   Cargo Systems Messaging Service CSMS #47738397 - APHIS Reminds Core Users to Expect Correction Requests through the Automated Commercial Environment for Cargo Moving to Plant Inspection Stations The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) plant inspection stations (PIS) remind filers that Entry Status Notifications (SO70) are sent through the Automated Commercial Environment (ACE) for cargo destined to a PIS. Filers will first receive an APHIS automated “may proceed” notification followed by either a request to correct or update their APHIS Core message sets as necessary. Genus and species information must be accurate in the Core Message Set to avoid delays. APHIS recommends reviewing the genus and species on phytosanitary certificates to ensure the spelling in the APHIS Core message set is correct. APHIS has posted an Agricultural Risk Management (ARM) system propagative name validation list to verify spelling. Software vendors may also download the list to use with the PG10 category AP0400 (propagative material) only. Filers must use PLANT UNIT ( ACE CATAIR Appendix PGA code PTU) for PG26 unit of measure for plant shipments, and must use the KILOGRAM unit of measure ( ACE CATAIR Appendix PGA code KG ) for seed shipments. Contact your local PIS for clarification regarding correction requests received from them. Frequently asked questions

What is CSMS 47738397?

CSMS 47738397 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "APHIS Reminds Core Users to Expect Correction Requests through the Automated Commercial Environment for Cargo Moving to Plant Inspection Stations". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 47738397 published?

CBP published CSMS 47738397 on May 10, 2021. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
