APHIS Core Message Set SO70 Entry Status Notifications from Plant inspection Stations

Plain-English explanation

CSMS 45781926 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on January 21, 2021. It carries the official CBP guidance brokers and importers must follow for the topic — "APHIS Core Message Set SO70 Entry Status Notifications from Plant inspection Stations". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

CSMS #45781926 - APHIS Core Message Set SO70 Entry Status Notifications from Plant inspection Stations U.S. Customs and Border Protection sent this bulletin at 01/21/2021 02:31 PM EST   Cargo Systems Messaging Service CSMS #45781926 - APHIS Core Message Set SO70 Entry Status Notifications from Plant inspection Stations The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) Plant Inspection Stations (PIS) will send filers Entry Status Notifications (SO70) through the Automated Commercial Environment (ACE) beginning January 25, 2021 only for cargo destined to a PIS. Notifications will follow an APHIS automated “may proceed,” and may include requests for filers to correct or update APHIS Core Message Sets; however, cargo in transit to the PIS can and must continue to the PIS. APHIS recommends using the ACE PGA Correction (CA) transaction to correct APHIS Core Message Set data. The ACE Cargo Release replace (SE R) transaction may impact multiple Partner Government Agencies and require CBP Officer approval in ACE for the transaction to proceed.  APHIS also recommends reviewing the genus and species on phytosanitary certificates and permits for spelling errors prior to submission. In addition, filers should use PLANT UNIT ( ACE CATAIR Appendix PGA code PTU) for PG26 unit of measure when appropriate. Please contact your local Plant Inspection Stations for clarification regarding correction requests. Frequently asked questions

What is CSMS 45781926?

CSMS 45781926 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "APHIS Core Message Set SO70 Entry Status Notifications from Plant inspection Stations". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 45781926 published?

CBP published CSMS 45781926 on January 21, 2021. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
