CSMS #45752432 - Revised ACE Entry Summary Business Rules and Process Document 10.25 (External Version) U.S. Customs and Border Protection sent this bulletin at 01/19/2021 03:41 PM EST   Cargo Systems Messaging Service CSMS #45752432 - Revised ACE Entry Summary Business Rules and Process Document 10.25 (External Version) A revised version of the External ACE Entry Summary Rules and Process Document Trade Version 10.25-Revised has been posted on CBP.gov and can be accessed at: https://www.cbp.gov/document/guides/ace-entry-summary-business-process The change between Trade Version 10.25, posted January 13, 2021 and the updated Trade Version 10.25-Revised, published today, pertains to the reversion of Chapters 18 and 19 to the prior Version 10, and the removal of Chapter 26. Trade Version 10.25-Revised of the document, published January 19, 2021, includes the following updates: The formatting and structure of the document has been updated to improve editing and readability.  Section 1 (Entry Summary) – Update to Entry Summary Versions. Link to Entry Summary Acceptance and Rejection Policy provided.   Section 3 (eBond Test) – Chapter title changed from “Single Transaction Bonds” to “eBond Test”. Significant updates to include: Overview of the eBond test- including links to relevant Federal Register Notices; details regarding the transmission of bonds via EDI or email; details regarding the “eBond: Create/Update” CATAIR; information regarding the deployment of ACE validations of continuous bonds on June 20, 202;, and points of contact at the Office of Finance – Revenue Division for operational questions and Office of Trade for bond policy questions. Section 6 (Temporary Importation under Bond (TIB)) – Update to include Closure Procedures. Section 7 (Post Summary Correction) – New section PSC Revert added and updated language for PSC Status Updates. Section 10 (Liquidation) – Removal of TIB extension information for clarity (not applicable to liquidation). See Section 6.0 Temporary Importation Under Bond (TIB) for extensions of TIBs.   Section 11 (Reconciliation) – Version 10.25 includes a section with information on Retroactive Flagging. Section 13 (Warehouse Entries) – Includes updates to language to reflect current procedures. Section 14 (Drawback) – Chapter 14 includes new and revised language. It has been updated and reformatted to be more user friendly. Section 15 ( ACE Reports ) – Updated to remove listing of specific Entry Summary Reports. Section 17 ( NAFTA Duty Deferral ) – Edited to include the USMCA. Section 18 (Foreign Trade Zone) – Reverted back to previous version. Section 19 (Trade Fair Entries) – Reverted back to previous version.   Section 23 ( Downtime Procedures ) – New guidance on trade interruptions resulting from hurricanes and other weather-related incidents. Section 26 (Government Entry Type 52) – Section removed.
