Traditionally the Tuna Quota fills at Opening Moment. Therefore, entries accepted between 12:0 1 am local port time through 12:00 pm Eastern Standard Time (ET) will be considered for Opening Moment procedures (19 CFR 132.12). Processing for the annual Tuna Quota Opening Moment occurs in 2 phases (entry on Jan 4 and proration in May) and the prevention of early liquidation is essential. The National Marine Fisheries Service, NMFS, provides the actual proration limit in May.
