Foreign Supplier Verification Program (FSVP) and Unique Facility Identifier (UFI)

Plain-English explanation

CSMS 45134970 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on December 11, 2020. It carries the official CBP guidance brokers and importers must follow for the topic — "Foreign Supplier Verification Program (FSVP) and Unique Facility Identifier (UFI)". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

Currently, the Inquiry/Personal Investigation functionality, which provides the ability to update a facility record or request a new DUNS number, is unavailable. However, such information may be obtained by contacting Dun & Bradstreet directly at DUNSLookupSupport@dnb.com or by phone at 866-705-5711. You may also visit https://www.dnb.com/duns-number/lookup.html .  To address stakeholder concerns with obtaining a DUNS number for the purpose of FSVP, importers may use UNK in lieu of a DUNS number until the issue is rectified. For more information, please see the following: Recognition of Acceptable Unique Facility Identifier (UFI) for the Foreign Supplier Verification Programs Regulation Note that the FDA DUNS Portal continues to allow: ·       Facility lookup: the ability to look-up a facility in the DUN & Bradstreet (D&B) database and obtain the associated DUNS number ·       Facility validation: the ability to validate a DUNS number and the associated business name and address in the D&B database. FDA DUNS Portal is available at https://www.fdadunslookup.com/Login.aspx For each line entry of food offered for entry into the United States, the Foreign Supplier Verification Programs for Food Importers (FSVP) regulation requires importers of food provide the following information electronically when filing entry with U.S. Customs and Border Protection (CBP) (21 CFR 1.509 (a)): • Name • Email address, and • Unique Facility Identifier (UFI) recognized as acceptable by FDA. The DUNS number is the UFI recognized as acceptable to FDA. (See FDA’s guidance Recognition of Acceptable Unique Facility Identifier (UFI) for the Foreign Supplier Verification Programs Regulation ). Frequently asked questions

What is CSMS 45134970?

CSMS 45134970 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "Foreign Supplier Verification Program (FSVP) and Unique Facility Identifier (UFI)". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 45134970 published?

CBP published CSMS 45134970 on December 11, 2020. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
