Clarification on required data when submitting the USDA/AMS MO8 message set; and a heads

Plain-English explanation

CSMS 44111570 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (operational), published on September 17, 2020. It carries the official CBP guidance brokers and importers must follow for the topic — "Clarification on required data when submitting the USDA/AMS MO8 message set; and a heads". CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

CSMS #44111570 - Clarification on required data when submitting the USDA/AMS MO8 message set; and a heads-up on future AMS Marketing Order Units of Measure U.S. Customs and Border Protection sent this bulletin at 09/17/2020 09:37 AM EDT   Cargo Systems Messaging Service CSMS #44111570 - Clarification on required data when submitting the USDA/AMS MO8 message set; and a heads-up on future AMS Marketing Order Units of Measure USDA/Agriculture Marketing Service (AMS), Marketing Order (MO) would like trade to be aware of the following: All filers submitting the USDA Agriculture Marketing Service (AMS) MO8 message set are required to supply the following records: PG01, PG02, and PG29. The AMS CATAIR currently omits the PG02 record in the MO8 data sample. However, the PG02 is a required record per the Message Set specification itself and must be provided or else trade will receive a validation error.                                                                AMS Marketing Order (MO) is working on future enhancements to ACE. When completed, among the changes will be that the only acceptable units of measure for the MO message sets will be pounds and kilograms. However, AMS encourages trade to begin using only these two units of measures as soon as possible, even before the enhancements are in place. The AMS CATAIR document will be updated and published to reflect the above changes, along with others as needed. Trade will be notified of the CERTIFICATION and PRODUCTION dates for these future enhancements when they are known, and all related changes to AMS MO will be available in CERT for testing prior to being required in PROD. Frequently asked questions

What is CSMS 44111570?

CSMS 44111570 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin titled "Clarification on required data when submitting the USDA/AMS MO8 message set; and a heads". CSMS bulletins are the operational instructions CBP issues to brokers, importers, and ACE filers covering rate changes, system updates, scope guidance, and other day-to-day customs-operations changes.

When was CSMS 44111570 published?

CBP published CSMS 44111570 on September 17, 2020. The bulletin's instructions are typically operative as of the publication date unless the body specifies a different effective date.

Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
