In alignment with Presidential Proclamation 9740 of April 30, 2018 and Presidential Proclamation 9759 of May 31, 2018:  Quantitative limitations applicable to imports of iron or steel products under HTS subheadings 9903.80.05 through 9903.80.58, inclusive, for the quota year are limited on a quarterly basis. As of June 1, 2018, CBP implemented absolute quota processing functionality in ACE.  Absolute quota is processed on a daily basis, Monday to Friday (excluding holidays), and cargo release of shipments subject to the absolute quota will be withheld until the absolute quota is processed and quota amounts are allocated.  In order for shipments to be processed for absolute quota on the same day, the entry summary must be filed, entry summary payment date must be on file or scheduled for a future statement, and the conveyance arrived by 4:30 pm in the port of unlading’s local time zone.  The official hours for quota processing are established by 19 CFR 132.3. All entries submitted prior to 8:30 am ET and on October 1, 2020 will be counted in the first processing batch at 8:30 am ET.  If the accepted entry totals for any HTS submitted prior to the first opening exceed the limit of that HTS they will be prorated.  Please note quantities listed in the bulletin are estimates as of September 2, 2020. These amounts are provided for convenience and amounts may vary based on actual usage up to the end of the previous quarter. Actual amounts will be posted in the October 5, 2020 quota commodity status report found at  www.cbp.gov/trade/quota . BRAZIL STEEL SLAB IMPORT UPDATE: FRN 85 FR 54877 for Presidential Proclamation 10064 of August 28, 2020 has adjusted the annual aggregate limit for one steel import commodity for goods of Brazil. https://www.federalregister.gov/documents/2020/09/02/2020-19595/adjusting-imports-of-steel-into-the-united-states Per Proclamation 10064, the annual aggregate limit on goods of Brazil formerly accepted under HTS 9903.80.57 (Blooms, billets and slabs, semi-finished, provided for in subheading 7201.11.00, 7207.12.00, 7207.19.00, 7207.20.00 or 7224.90.00) has been adjusted. The Proclamation describes exclusion relief criteria. For goods that meet the criteria, importers shall identify the appropriate Department of Commerce exclusion number and report the following newly created HTS classification for imported merchandise eligible for the relief: 9903.80.62 (Steel mill articles of Brazil) followed by the appropriate Chapter 72 HTS classification for the imported merchandise.     Update your subscriptions, modify your password or e-mail address, or stop subscriptions at any time on your Subscriber Preferences Page .
