Correction of message 0091302, dated 04/01/2010 concerning the antidumping duty order or corrosion-resistant carbon steel flat products from Korea. (A-580-816).

1. This is a correction to message 0091302 to correct the RE line, and various paragraphs. 2. The RE line and paragraphs 1 and 2 of message 0091302 contained incorrect information. In message 0091302, Commerce inadvertently instructed CBP to apply cash deposits to producer/exporter combinations. Instead, Commerce should have instructed CBP to apply the cash deposits rates to the identified companies as the producer and/or exporter. As a result, CBP may have determined that certain parties did not claim the appropriate cash deposit rate upon entry. Accordingly, we are issuing these corrected instructions to assist CBP in determining if importers entered their merchandise under the appropriate antidumping duty case numbers and paid the appropriate cash deposit rates. Below is the fully corrected message. 3. Commerce published in the Federal Register (75 FR 13490), on 03/22/2010, the final results of its administrative review of certain producers and/or exporters subject to the antidumping order on certain corrosion-resistant carbon steel flat products from the Republic of Korea for the period 08/01/2007 through 07/31/2008. 4. As a result of Commerce's review, the cash deposit rates have been revised for certain producers and/or exporters. Therefore, for shipments of certain corrosion-resistant carbon steel flat products from the Republic of Korea entered, or withdrawn from warehouse, for consumption on or after 03/22/2010, the required cash deposit has been revised for the following producers and/or exporters: Producer and/or Exporter: Pohang Iron and Steel Company, Ltd. (LG) Case number: A-580-816-009 Cash deposit rate: 8.65% 5. If any entries of merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise has its own rate, use the exporter's rate to determine the cash deposit rate. B. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate. C. Where neither the exporter nor the manufacturer currently has its own rate or the producer is unknown, use the all-others rate for establishing the cash deposit rate. 6. For all producers/exporters of certain corrosion-resistant carbon steel flat products from the Republic of Korea without their own rate, the cash deposit rate is 17.70 percent. 7. Effective 02/14/2012, the order on corrosion-resistant carbon steel from Korea was revoked (78 FR 16832; 03/19/2013). Therefore, cash deposits are no longer applicable. 8.
