Notice of final affirmative determination and critical circumstances, in part, in the antidumping duty investigation of melamine from Trinidad and Tobago (A-274-810)

1. On 12/09/2024, Commerce published in the Federal Register (89 FR 97598) its final affirmative determination of sales at less-than-fair-value in the antidumping duty investigation of melamine from Trinidad and Tobago (A-274-810). 2. The products covered by this investigation are described in message 4072410, dated 03/12/2024. 3. This proceeding has been assigned case number A-274-810. 4a. Commerce has determined that critical circumstances exist for imports of subject merchandise from the producer and/or exporter identified below. Accordingly, for imports of such merchandise, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 06/26/2024 (90 days prior to the date of publication of the preliminary determination in the Federal Register). Effective 12/09/2024, CBP shall continue to require a cash deposit equal to the following dumping margin: Producer and/or Exporter: Methanol Holdings (Trinidad) Limited Case number: A-274-810-001 Cash deposit rate: 146.85% 4b. Commerce determined that critical circumstances do not exist for imports of subject merchandise from the producer and/or exporter identified below. Accordingly, for imports of such merchandise, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 09/24/2024 (the date of publication of the preliminary determination in the Federal Register). Effective 12/09/2024, CBP shall continue to require a cash deposit equal to the following dumping margin: All Others Case Number: A-274-810-000 Cash Deposit Rate: 98.32% 5. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate. B. Where neither the exporter nor the producer currently has its own rate or the producer is unknown, use the all-others rate of 98.32 percent to establish the cash deposit rate. 6.
