1. On 12/04/2024, Commerce published in the Federal Register (89 FR 96211) its final results in the changed circumstances review of the antidumping duty order on large diameter welded pipe from the Republic of Turkiye (subject merchandise) (A-489-833). 2. Commerce determined that Borusan Birlesik Boru Fabrikalari Sanayi ve Ticaret A.S. is the successor-in-interest to Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (A-489-833-003). and is entitled to BMB's exclusion from the Order for entries of subject merchandise produced and exported by Borusan Boru. Entries of subject merchandise not produced and exported by Borusan Boru should receive the cash deposit rate previously assigned to BMB. 3. Suspension of Liquidation and Cash Deposit Requirements - Unless directed otherwise below, CBP shall suspend liquidation of subject merchandise entered, or withdrawn from warehouse, for consumption on or after the date specified, and collect for such entries the cash deposit identified below. 3a. On or after 11/13/2023: Producer: Borusan Birleşik Boru Fabrikalari Sanayi ve Ticaret A.S Exporter: Any company except Borusan Birlesik Boru Fabrikalari Sanayi ve Ticaret A.S Case number: A-489-833-012 Cash deposit rate: 0.00% Producer and/or Exporter: Any company except Borusan Birlesik Boru Fabrikalari Sanayi ve Ticaret A.S Exporter: Borusan Birlesik Boru Fabrikalari Sanayi ve Ticaret A.S Case number: A-489-833-013 Cash deposit rate: 0.00% 3b. Commerce determined that entries of subject merchandise produced and exported by Borusan Birlesik Boru Fabrikalari Sanayi ve Ticaret A.S. are entitled to Borusan Mannesmann Boru Sanayi ve Ticaret A.S.'s exclusion from the order. Accordingly, CBP should discontinue suspension of liquidation of imports of shipments, and discontinue collecting cash deposits, from the producer/exporter combination that were entered, or withdrawn from warehouse, for consumption on or after 11/13/2023. Accordingly, such merchandise should be entered under the appropriate case number and cash deposit rate. 4. This cash deposit requirement shall remain in effect until further notice. Do not liquidate any entries of this merchandise until specific liquidation instructions are issued. 5.
