This is a correction to message 0239403, dated 08/26/2020, to correct paragraphs 2, 3, 4a., 5, and the header of that message.
This message also updates paragraph 4a.
2.
Paragraph 2 inadvertently omitted listing information for third-country Mexico.
Paragraph 3 contained a reference to a non-existent paragraph 4c., paragraph 4a. referred to the incorrect injunction message, and paragraph 5 referred to an incorrect cite to the notice of initiation.
The header cited to the same wrong initiation notice, effective date, and notice of lifting of suspension date.
The header inadvertently omitted two message numbers that were referenced in paragraph 4 of the original message.
The header also inadvertently omitted two court numbers referenced in paragraph 4 of the original message.
Paragraph 3 contained incorrect information regarding continued suspension of liquidation.
Paragraph 4a has been further updated to reflect the dissolution of the referenced injunction and an additional applicable court number.

Commerce does not automatically conduct administrative reviews of countervailing duty orders.
Instead, reviews must be requested pursuant to section 751(a)(1) of the Tariff Act of 1930, as amended, and in accordance with 19 CFR 351.213.

Commerce has not received a request for an administrative review of the countervailing duty order for the period and on the merchandise identified below except for the firms listed in paragraph 5.
Therefore, in accordance with 19 CFR 351.212(c), you are to liquidate all entries for all firms except those listed in paragraph 5 and assess countervailing duties on merchandise entered, or withdrawn from warehouse, for consumption at the cash deposit rate in effect on the date of entry:

Lifted injunction and continued suspension of liquidation:
6a.
On 12/17/2020, the U.S. Court of Appeals for the Federal Circuit issued a final decision in the case of Tai-Ao Aluminium (Taishan) Co., Ltd., Taal America Ltd., Regal Ideas, Inc. v. United States (CAFC Court No. 20-1501; CIT Court No. 17-00216). The injunction to which message 7263302, dated 09/20/2017, refers enjoined liquidation of entries which: a) were the subject of the U.S. Department of Commerce's final determination in Aluminum Extrusions from the People's Republic of China:
Affirmative Final Determination of Circumvention of the Antidumping and Countervailing Duty Orders and Rescission of Minor Alterations Anti-Circumvention Inquiry, 82 FR 34630 (July 26, 2017); b) were exported from the People's Republic of China by Plaintiff Tai-Ao Aluminium (Taishan) Co., Ltd. and/or imported into the United States by Plaintiff TAAL America Ltd.; and c) were entered, or withdrawn from warehouse, for consumption on or after March 21, 2016. As a result of the CAFC's decision, the injunction to which message 7263302, dated 09/20/2017, refers dissolved on 05/17/2021.

The injunction with court number 19-00012, discussed in message 9116304, dated 04/26/2019, is applicable to entries a) made by Worldwide Door Components, Inc. as the importer; b) of the eighteen (18) Worldwide Door Components, Inc. door threshold products covered by the Department of Commerce's final scope determination in Antidumping and Countervailing Duty Orders on Aluminum Extrusions from the People's Republic of China: Final Scope Rulings on Worldwide Door Components, Inc., MJB Wood Group Inc., and Columbia Aluminum Products Door Thresholds, dated December 19, 2018; and c) that remain unliquidated as of 04/22/2019. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued.

Notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraph 4 occurred with the publication of the notice of initiation of administrative review for the 05/2018 anniversary month (83 FR 32270, 07/12/2018).
Unless instructed otherwise, for all other shipments of aluminum extrusions from the People's Republic of China you shall continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates
8.
The assessment of countervailing duties by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended.
Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties.
The interest provisions are not applicable to cash posted as estimated countervailing duties before the date of publication of the countervailing duty order.
Interest shall be calculated from the date payment of estimated countervailing duties is required through the date of liquidation.
The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period.
